Missouri Blasting Safety Act



The purpose of the Missouri Blasting Safety Act is to foster the safe use of explosives in mining and construction by establishing and enforcing consistent statewide industry standards for licensing of blasters and users of explosives.

NOTICE
The Missouri State Highway Patrol, Criminal Justice Information Services Division, has implemented a new public website that allows users to submit and receive name-based criminal record checks on-line while paying with credit / debit card.  This service is called the Missouri Automated Criminal History Site (MACHS) and may be accessed at:   www.machs.mshp.dps.mo.gov.


EXPLOSIVES USERS ANNUAL REPORT
     All users of explosives within Missouri are required by state statute to submit an annual report to the State Fire Marshal’s Office by January 31 of each year.

NOTIFICATION OF BLASTING OPERATIONS
     Missouri State Statute 319.339 requires any person using explosives within Missouri to notify the Division of Fire Safety at least two business days in advance of first using explosives at a site where blasting has not been previously conducted.  If blasting will be conducted at an ongoing project, such as a long-term construction project, or at a permanent site, such as a mine, the person shall only be required to make one notice to the Division of Fire Safety in advance of the first use of explosives.  This section shall not apply to any blasting required by a contract with any agency of the state of Missouri, any federal agency, or any political subdivision.
